LETTER: Town bylaw should look out for cats on the loose

I've recently perused the issue of the animal control by-law changes and am outraged.  

Our town council appears to be attacking dogs and their Collingwood owners.  

Personally, in my backyard I have way more problems with daily visits of neighbourhood cats.

Who knows if they have received any vaccinations (even rabies) because our town does not require cats to be licensed? 

It's simply wrong.

At least most dogs are on a leash when outside.
