NOTICE OF THE PASSING OF A DEVELOPMENT CHARGES BY-LAW BY THE TOWN OF COLLINGWOOD


TAKE NOTICE that the Council of the Town of Collingwood passed Development Charge By-law No. 2024-050 on the 8th day of July 2024, under Section 2 of the Development Charges Act, 1997 (the Act). 

AND TAKE NOTICE that any person or organization may appeal to the Ontario Land Tribunal under Section 14 of the Act, in respect of the Development Charges By-law, by filing with the Clerk of the Town of Collingwood on or before Monday, August 19th, 2024, a notice of appeal setting out the objection to the By-law and the reasons supporting the objection. Appeals filed with the Office of the Clerk at 97 Hurontario St, Collingwood ON L9Y 3Z5, will be accepted on or before Monday, August 19th, 2024. A processing fee will be payable to the Town of Collingwood Clerk’s Office with the appeal application. The appellant is advised to contact the Ontario Land Tribunal to access required forms and applicable fees. 

The charges in the aforementioned by-laws will apply to all new residential and non-residential development in the Town, subject to certain terms, conditions and limited exemptions as identified therein. 

Development charges are levied against new development to pay for the increased capital costs related to the provision of such municipal services as Library Services, Fire Protection Services, By-law Services, Outdoor Recreation, Indoor Recreation, Administration, Transit Services, Services Related to a Highway, Wastewater Services, Wastewater Treatment Plant, Water Services and Stormwater. Schedule 1 below sets out the development charge rates applicable throughout the geographic boundary of the Town of Collingwood and therefore a map has not been provided. 

Development charges are imposed on the development of all lands located within the geographic boundaries of the Town. 

The development charges imposed under the By-laws came into effect on the 1st day of September 2024. Copies of the complete Development Charge By-law is available for examination during regular business hours (weekdays from 9:00 a.m. to 4:30 p.m.) in the offices of the Town located at 97 Hurontario St, Collingwood, and on the Town's website at www.collingwood.ca
