The Technical Specialist, Project Management position is open to highly motivated professionals with experience in project development or management, related to infrastructure projects.

The ideal candidate should possess a diverse set of skills and knowledge, including the ability to prepare and understand technical documents such as statements of work, drawings, and specs. They should have critical thinking skills and strong technical abilities, as well as outstanding communication and teamwork abilities.

The candidate should also possess excellent customer-facing skills and be up-to-date with best practices, trends, and legislation in real property, environmental, and construction services. Familiarity with client-partner project management policies and procedures, as well as knowledge of Treasury Board Secretariat policies, is also a requirement.

Preference will be given to applicants with a university degree and/or additional training in engineering, architecture or a related field. However, those with a college diploma in those areas plus four years of industry experience are also invited to apply.

The incumbent will be responsible for supporting the development of a wide variety of infrastructure construction projects and the management of professional services contracts. They will work with a diverse clientele representing various branches of the Canadian Armed Forces.

The Technical Specialist will determine client-partner needs, providing advice on project and contract management related items, developing scope documents, and proactively managing project development schedules. They will coordinate stakeholder communications to ensure timely decision making and participate in procurement planning and prepare tender documents. In addition, they will act as the representative of the project director or project manager within DCC delegated signing authority.

This position is located in Meaford, Ontario, at the 4th Canadian Division Training Centre (also known as 4 CDTC). Meaford is a Canadian Forces training facility operated by the Canadian Army, located in Grey County, Ontario, in the Saugeen Ojibway Nation traditional territory, northwest of the Meaford townsite and approximately 25 km (16 mi) east of Owen Sound.
